The goal of the Health Policy like that of many countries in the world is to put in place a health system that could stand the test of time. There is a three - tier system of health care in Nigeria namely:
Primary Health Care: largely the responsibility of the Local Government with the support of the State Ministry of Health. Private medical practitioners also provide health care at this level.
Secondary Health Care: This level of health care provides specialized services to patients referred from the primary health care level through out – patient and in – patient services of hospital for general medical, surgical, pediatrics patients and community health services. Secondary health care is available at the district, divisional and zonal levels of the States. Adequate supportive services such as laboratory, diagnostic, blood bank, rehabilitation and physiotherapy are also provided.
Tertiary Health Care : This level consist of highly specialized services provided by teaching hospitals and other specialist hospitals which provide care for specific diseases such as orthopedic, eye, psychiatric, maternity and pediatric cases. Care is taken to ensure an even distribution of these hospitals. Also, appropriate support services are incorporated into the development of these tertiary facilities to provide effective referral services. Similarly, selected centers are encouraged to develop special expertise in advantage modern technology to serve as a resource for evaluating and adapting these new developments in the context of local needs and opportunities Lamentably, the social, political and economic problems among others factors has deeply affected the smooth implementation of the policy. The focus of the primary health care for instance may be summarized as; to ensuring protective, preventive, rehabilitative, and restorative health care to every citizen of the country within the available resources so that individuals and communities are assured of productivity, social well-being and enjoyment of living.
Today, many of the citizen of the country especially the privileged are now travelling abroad for medical care while the less privileged in the society are left in the hands of faith to their early exit in life and or loose part of their body as a result of lack of resources to get the desired treatment.
These however brought the necessity of, Health Aid Development Initiative. (HADI)
